The project aims to ensure warm, safe and dignified living conditions for conflict-affected people in Ukraine during winter 2026–2027. In partnership with four local NGOs, PAH will provide cash and in-kind assistance for winter heating to vulnerable households across five oblasts, as well as restore district heating services in Dnipropetrovska oblast. The response prioritizes internally displaced people, older people, persons with disabilities, single-headed households and women acting as primary caregivers, while strengthening local partners’ capacities and ensuring accessible, dignified and protection-sensitive assistance.

The project will be implemented in Chernihivska, Sumska, Kharkivska, Khersonska and Mykolaivska, Dnipropetrovska oblasts.

Activities and Targets Implemented by PAH’s Four Local Partners

  • Shelter/NFI: Provision of cash assistance and in-kind solid fuel support to 3,738 households (4168 people) across Chernihivska, Sumska, Kharkivska, Khersonska and Mykolaivska oblasts to help vulnerable households meet their winter heating needs.
  • WASH: Restoration of district heating services in Pavlohrad and Kryvyi Rih, Dnipropetrovska oblast, benefiting 15,878 people through repairs and support to local heating utilities.

PAH’s four local partners — Stabilization Support Services (SSS), Southern Development Strategy (SDS), Nove Misto, and Responsible Citizens (RC) — will deliver winter assistance, prioritizing IDPs, older people, persons with disabilities, single-headed households and women acting as primary caregivers.

Direct implementation by PAH covers two hromadas in Kharkivska oblast (Liubotynska and Zmiivska, Kharkivskyi raion) supporting above mentioned categories of local population with cash for solid fuel. Number of households planned 1050 and total beneficiaries achieved assistance – 2100 people.

PAH will also coordinate and oversee project implementation across the targeted oblasts, ensuring timely and accountable delivery of winter assistance. Direct implementation activities also include project management, monitoring, protection mainstreaming, beneficiary feedback and complaints mechanisms, and referrals to other available protection services where needed. PAH will also provide capacity strengthening to its four local partners in procurement, finance, protection and compliance, supporting effective and accountable humanitarian assistance.

In total, aid will reach 22,146 people.
